Shape the mixture into 24 small meatballs.
Arrange the meatballs in a single layer in a 9x13-inch glass baking dish.
Whisk the tomato sauce and water together in a medium bowl until smooth.
Pour the tomato sauce mixture evenly over the meatballs.
Cover the baking dish tightly with foil.
Bake for 45 minutes.
Carefully remove the foil.
Bake uncovered for 15 to 20 minutes, until the meatballs reach 160°F in the center and the rice is tender.
