Mix brown sweetener and cinnamon and sprinkle evenly over the surface.
Roll tightly from the long side into a log.
Slice into 16 equal pieces, each 1 inch thick.
Place 2 rolls in the center of each foil square.
Drizzle 1/2 tbsp evaporated milk over each packet.
Seal loosely, leaving room for expansion.
Arrange seam-side up in a 6-quart slow cooker.
Cook on LOW for 1 hour 50 minutes until internal temperature reaches 190°F.
Open packets.
Mix icing yogurt, confectioners sweetener, and vanilla.
Spoon icing directly over the hot rolls.
Serve immediately. One serving equals 1 foil packet containing 2 rolls (each roll approx. 2.5 inches wide).
