Directions:
Preheat the oven to 350°F.
In a mixing bowl, combine the sifted all-purpose flour, cream of tartar, baking soda, and salt.
In another bowl, cream together the softened butter or margarine and granulated sugar until smooth.
Beat in the eggs one at a time, ensuring each is fully incorporated.
Gradually add the dry ingredient mixture to the wet mixture, mixing until well combined.
Fold in the chocolate chips.
In a separate small bowl, mix together the cinnamon and 1/4 cup of granulated sugar for the cinnamon sugar mixture.
Shape the dough into balls and roll each ball in the cinnamon sugar mixture.
Place the coated dough balls on a baking sheet, leaving space between them.
Bake in the preheated oven for about 10-12 minutes, until the edges are golden but the centers are still slightly soft.
Allow the cookies to cool on the baking sheet for a few minutes before transferring them to a wire rack to cool completely.
