Lightly coat the inside of a 4- to 6-quart slow cooker with cooking spray.
Arrange the pork chops in a single layer in the bottom of the slow cooker.
Evenly press the brown sugar over the top of each pork chop, covering the surface completely and sprinkling any remaining sugar around the meat.
In a small bowl, stir together the soy sauce and water until fully combined.
Pour the soy mixture gently around the edges of the pork chops without disturbing the brown sugar layer.
Cover with the lid and cook on LOW for 6 to 7 hours or on HIGH for 3 to 4 hours, until the pork reaches an internal temperature of 145°F and is tender.
Let the pork rest in the sauce for 5 minutes before serving.
Serve 1 pork chop per plate, spooning about 2 tablespoons of sauce over each portion.
