Preheat the oven to 325°F.
Lightly coat a broiler-safe 8 x 8-inch ceramic baking dish with cooking spray.
Place the baking dish inside a 9 x 13-inch roasting pan.
Reserve 1 tablespoon of the granulated sugar for the top.
Whisk the eggs and remaining sugar gently until smooth.
Whisk in the evaporated milk and vanilla.
Strain the mixture through a fine-mesh sieve into the prepared baking dish.
Pour hot water into the roasting pan until it reaches halfway up the baking dish.
Bake for 35 to 45 minutes, until the edges are set and the center jiggles slightly.
Confirm that the center reaches 160°F.
Carefully remove the baking dish from the water bath.
Let the custard stand for 10 minutes.
Sprinkle the reserved sugar evenly over the surface.
Broil 6 to 8 inches from the heat for 1 to 3 minutes, watching continuously, until the top is deeply golden brown.
Cool for 30 minutes.
Refrigerate for at least 2 hours.
